Biography
Security Cleared to SC Level by the UK Government's vetting process and trusted with Top Secret matters. Also holds the Enhanced Disclosure Certificate from the UK Disclosure & Barring Service.
Steve is a successful Transformation and Change professional who has been at the forefront of formulating and leading major Government initiatives in the UK. These have included the £2.2 billion Welfare Reform programme – Universal Credit; the establishment of the £500 million Criminal Records Bureau and the £285 million Employment & Support Allowance. With the Institute for Government he has supported Government Ministers and Secretaries of State with strategic advice and guidance into the formulation and implementation of critical joined up Policy to support the UK’s journey to its future Vision.
Steve has led pivotal transformations in UK Higher Education and has a deep understanding of this complex sector; its direction and the critical influence it has on upcoming generations of young adults and their career paths. He is the author of two recent papers setting out the future shape of Higher Education and the transformation of Teaching & Learning and how that will shape society and the prosperity and stability of future generations.
Steve has additionally led complex secure technical Infrastructure & Networks transformations and implementations utilising AI in Cyber Defence capabilities.
In all of the Transformation initiatives Steve has led he has established the foundational Governance Frameworks and arrangements upon which they are delivered and designed and established clear Communications Strategies and frameworks.
Prior to working in UK Government, he led some of the largest and most complex Construction Developments in London and the Middle East – including Oman, Jordan and Iraq - during the late 1980s and early 1990s. This provided him with valuable insights into the coordination of future Cityscapes.
Steve has a deep understanding of Arabic Culture and traditions having worked across the Middle East since 1978. He has a particular affiliation with the Sultanate of Oman where he organised and led two major scientific Royal Geographical Society Expeditions in 1998 and 2000 to the remote Hallaniyat Islands off the coast of Dhofar in the south of the Sultanate. He included Students from The Sultan Qaboos University in the expeditions and together they made ground-breaking discoveries in Archaeology, Marine Biology, Cetaceans, Geology and Biology.
His overall life and professional experience has provided him with the insightful personality that is adept at creating collaboration and coordination between many moving parts and people and bringing Vision into reality.
He is married and has 3 children and 5 grandchildren. He is an author, photographer, mixed gas SCUBA diver and SCUBA diving instructor, clay pigeon competition shooting and horse rider and Fellow of the Royal Geographical Society. He is also a voluntary Director and Trustee of the North Warwickshire & South Leicestershire FE College – making a difference for the next generations of Young Adults.
